It begins by deploying the ramp for the rover, and the rover deploys a solar panel and is lowered down the ramp. There are actually wires that are used to slowly lower this down to the lunar surface.

The rover spent a day or so at the bottom of the ramp, probably checking systems out and charging its batteries before it finally proceeded out beyond the immediate vicinity of the lander and turned itself to align with the sun. That vertical thing coming up is the solar panels. And it turns to align its solar panels with the sun.

I found this information to answer your question (some of which have been mentioned so I will put it all in one).
Here is why it is not color:
1. Rover's camera are only for navigation purpose (NavCam)
2. Rover is not directly connected to ground station, it is with the lander so bigger sized photo will be headache
3. Rover has experimental instruments onboard, photo is not primary objective
4. No colour on the moon surface so why bother anyway with a colour camera that requires a higher data rate (more bandwidth) to download
5. Black and white allows for higher resolution for a given amount of data. So if you have a restricted bandwidth you'll get higher resolution with B&W than with color anyway.

Rover Tests - Spectroscopy apparently doesn't need a container!

6. Polish Astronomer Verifies Orbit
A group of private astronomers using the Polish ROTUZ (Panoptes-4) telescope spotted the spacecraft cruising through space. Sybilla Technologies, the company operating the telescope, shared a video capturing Chandrayaan-3 as a small dot amidst the vastness of space and stars on Tuesday.
Scott Tilley, a member of the observation team, provided a trajectory update on Wednesday, mentioning that the spacecraft passed through its first apogee of the new orbit, spending many hours in deep space, drifting through his field of view.

The spacecraft is broadcasting some known frequency and you are simply measuring this signal and seeing a Doppler shift that is consistent with the signal coming from the moon.
ISRO posts trajectory data to JPL Horizons (an international repository of rocks in space, moon etc). Scott Tilley and others recorded data with his own antenna from the lander and compared to what the Moon Doppler should be. They are the same.
The Doppler effect is an apparent change in the frequency of a satellite transmitter when it approaches, passes overhead or moves away, which in turn helps in calculating the distance between a satellite transmitting from space and a radio receiver on the ground.
For assessing the latest position of Chandrayaan-3, Scott employs Doppler frequency shift data and then plots it on a graph with respect to time in order to achieve a Doppler curve.
The Doppler shift at this point is due to the radial velocity of the moon relative to the earth, and specifically the observer's position on the surface of the earth. There's a diurnal component on top of slower day to day trends due to the orbit of the moon.
Scott basically puts his location into JPL Horizons, so he can pull the radial velocity data from his observer site to generate that graph. So this way it has the topocentric motion baked in to graph the expected Doppler shift.
