There is an equipotential increase of 100 V/m above the surface of the earth, the only way that can be replicated or accomplished in any way is that you have to have two gaussian surfaces. You have to have a surface above and a surface below to get that equipotential increase.
The conductivity of the air due to the drifting of ions also increases rapidly with altitude—for two reasons. First of all, the ionization from cosmic rays increases with altitude. Secondly, as the density of air goes down, the mean free path of the ions increases, so that they can travel farther in the electric field before they have a collision—resulting in a rapid increase of conductivity as one goes up.

Have him use that formula to calculate the escape velocity of earth, orbiting trajectories of satellites and planets or heck even the acceleration at say 50 miles up. From that force equation you can set it equal to ma and get a differential equation that will predict the motion of the object at any height, any orbit any location etc. The problem is Witsit is trying to rebrand gravity and say it is electrostatics when in reality he is just using Newton's law of gravity at the surface of the earth.
